LaVell D. Monger is the definition of a trailblazer. A proud St. Louis native turned Central Florida powerhouse, LaVell wears many hats: entrepreneur, podcaster, business consultant, and transformational leader. As co-owner of RTW Photography, he’s not just snapping pictures—he’s building a thriving business while creating impactful community outreach initiatives that uplift and inspire.


Since touching down in Central Florida in 2018, LaVell has been making waves. From serving as Planning Commissioner for Osceola County to breaking barriers as the first African American and youngest Board Chairman of the St. Cloud Chamber of Commerce, his leadership speaks volumes. He’s also a proud graduate of prestigious programs like Leadership Osceola, Leadership Orlando, and the Political Leadership Institute, proving his dedication to leveling up for himself and his community. Oh, and let’s not forget his roles with the Osceola Chamber, Education Foundation of Osceola County, and United Way Emerging Leaders—LaVell is everywhere that matters.


Armed with a Bachelor’s in Anthropology from the University of Missouri-St. Louis and a Master’s in Higher Education Leadership from Florida Atlantic University, LaVell’s academic chops match his real-world impact. Whether he’s strategizing economic development, advocating for local businesses, or leading with integrity, LaVell is all about creating opportunities for Osceola County’s Black community to rise and thrive.

Outside the boardroom, LaVell is a proud big brother, plant dad, distance runner, and life member of Alpha Phi Alpha Fraternity, Inc. He’s proof that leadership doesn’t stop when the meeting ends—it’s a lifestyle. LaVell’s commitment to empowerment and excellence makes him an invaluable part of BECC’s mission to build a brighter, more equitable future for all.
